Moving
When considering a move to Finland, the most important things to think about are residence, a work permit and social security. Anyone wishing to stay in Finland for more than three months must apply and receive a residence permit before entering the country. This also applies to U.S. citizens who are former Finnish citizens.

Persons moving to Finland must register at a population register office. In order to qualify for benefits from The Social Insurance Institution of Finland, you must also register in one of The Social Insurance Institution of Finland (KELA) offices and complete an application form.

You will then receive a written decision on whether or not you are covered by the Finnish residence-based social security system. If the application is accepted, you will receive a personal KELA card. If it is not accepted, the decision can be appealed by following the instructions included.
